Currently, one of the OBIS IPT data resource http://ogc-act.csiro.au/ipt/resource.do?r=imas_phytoplankton_sampling failed to be added into ALA collectory.

The reason is because of the data resource description which contains micro symbol (μ) cannot be inserted into the collectory database which currently has a collation character set of latin1_swedish_ci. After modifying the data_resource.pub_description field to accept unicode characters(utf-8) in collectory test, it is now working. https://collections-test.ala.org.au/public/show/dr14188

I have loaded up the dr via sandbox test which is pointing to collections-test and it has loaded the drs successfully. https://sandbox-test.ala.org.au/ala-hub/occurrences/search?q=data_resource_uid%3Adr14188
