[2.6][T.4] unclear core-magistrate transaction static fee mismatch error

When sending a core-magistrate transaction with a fee that doesn't match the required static fee, the returned error is:

Failed to apply transaction, because fee is invalid.

The error doesn't actually tell what went wrong and how it can be prevented.
