ZTF support for AMPEL

ZTF-specific implementations for Ampel such as:

An AlertSupplier compatible with IPAC generated alerts
Shaper classes for ingestion
Encoding utilities for ZTF names (AMPEL requires integer ids)
Classes for archiving alerts
