User story

Pandas 2.2 and onwards no longer support sqlalchemy 1.4. pandas-dev/pandas#57049 As a developer I want compatible versions of pandas and sqlalchemy

Acceptance criteria

  • Pin sqlalchemy to a lower bound (2.0.0)
