Use without PayPal account to read bank card details

We need to read a UK bank Debit Card, to retrieve the Sort Code (identifies the bank branch) and Account Number. These are located on the bottom of the card where the cardholder's name is on a Credit Card.

Can this be done with PayPal.Forms? Or could we use PayPal.Forms as the basis of a new package (which we will contribute to NuGet) to do this?
