Please

make the license explicit. Apache 2 is a pretty well-established norm in the shop.
confirm that all the code in the repo so far is original / owned by Agoric
- if not, make explicit note of exceptions in/near the README

This is not necessarily a high priority, but postponing it can mean it's a huge pain if we decide to do it.
