main CI auto-publish to NPM #60

What is the Problem Being Solved?

As yet publishing is a manual process.

Description of the Design

When main gets a new "version" value in the @agoric/synthetic-chain package.json then it should publish that.

Maybe also publish prerelease versions on each commit to main.

This will make the Git tags and publish
