Information on the metadata of a filter can be assigned by archive curators rather than authors of the original data. The proposed annotation does not include information on the origin of the metadata. Therefore it is not possible to know where the metadata comes from.

There can be different levels of information: original filter information, VO filter description and filter assignment. These are not necessarily the same (e.g. original source with description of the filter, a full VO description of the filter described by SVO, filter assigned to a particular publication by VizieR). We are dealing with some level of provenance here. For those cases it might be good to add that minimum level of provenance.
There is an effort currently in this direction with G. Landais to consider adding Provenance metadata for the Photometry data added to catalog tables by the CDS .
