[TASK] retrieve-by-key should delete a pre-existing local file if the key was not found on the server

if something was deleted via GUI the only way to check it AND see it pop up in git is by retrieving the entire type (because that deletes the entire type-folder).
retrieving by key should also delete items that were not found.
