right now, deploying events fails if the event is currently active. we would need to pause or stop (I think stop) the associated journey to make that change. right now we get an error for it instead. that's particularly annoying if you ran deploy with --publish because then it publishes the new journey version with an outdated event.

maybe --autoPause would be nice way. or --republish ?
