Description

We are currently not testing any of the phase processing code in the test suite since:

We set pyglpk as the default solver
pyglpk is not available for arm-based machines

What I Did

Looked at the testing suite

Best Steps forward

Support arm-based chips for pyglpk
Follow up with a Py-ART PR to ensure pyglpk is in the actions environment
