Description: Implement checks to ensure a standardized message pattern in both release and tag notes.

Tasks:

Define the required message pattern or template for release and tag notes.
Modify the existing automation scripts to enforce the defined message pattern.
Conduct thorough testing to confirm adherence to the standard.
