Describe the bug

Anytime I have tried to reorder apps in my popup folders, I run into issues where the apps will jump up in the list, but will refuse to go any lower. It makes it impossible to alphabetize without unselecting all of the apps, and readding them.

Steps to reproduce

Hold down on app to organize popup
Select and move any app

Thanks for reporting this behavior.

This issue also affects editing favorites directly. Thus, I will mark this as a duplicate and refer users to the issue that is already open.
However, I will keep the issue open since the search term differs, and users might stumble upon this issue instead.

For further discussion and updates, please refer to #1660 .
