Right now we can integrate with a CI to download/upload translations before deploying. But what if translations are changed independent of code (as they usually are)?

Add an interface that can be used in the WP CLI for on-demand operations. Later this might be the base for a cron job that checks things automatically. (Maybe this should be a WordPress plugin?)
