[twin] tesuite for twin into own crate #306

  • refactor twin into modules
  • sanity tests to check twin works on a noop DB
  • scaffold upgrade testing on mainnet snapshot (works with already set up db)
  • upgrade tests can use a twin modified swarm

Another PR can address having a single step snapshot restoration and upgrade test
